Patch action to queue. Missing or any other value returns IPV-1041.

Optional note stored with the queued operation and sent to the orchestrator. Not returned in the 200 body. Defaults to “<Operation> triggered by <user id>” when omitted. Lambda does not enforce a length limit (the previous spec listed maxLength 500).
