Quota description from the mapping.

Account quota as an integer. Provisioned Redshift tenant-limits adds 4 to the AWS value.
- field usage: Optional[StrictInt] = None (alias 'Usage')¶
Current usage. Omitted for ssm-parameters on list-all. 0 when CloudWatch has no datapoints.
- field message: Optional[StrictStr] = None (alias 'Message')¶
Set to “No service usage data available for the past 3 hours.” when CloudWatch returns no datapoints.
